ECCLESHALL PARISH COUNCIL – PLANNING COMMITTEE

July 17th, 2019

A meeting of Eccleshall Parish Council Planning Committee was held on July 17th, 2019 at Offley Hay Village Hall, following the Parish Council meeting at 10.05pm.

146/19). Public Participation:- There were no members of the public present.

147/19). Minutes of the Planning Committee Meeting held on July 3rd, 2019 – The minutes, which had been previously circulated, were agreed and signed.

148/19). Planning Decisions of Stafford Borough/County Council:-

19/30547/HOU – Demolish existing two storey extension and single storey garage and form new two storey rear extension and attached garage. Newton Villa, Pershall Lane Eccleshall. Approved.

19/30530/HOU – Demolition of existing conservatory and erection of a two storey extension to form lounge and bedroom. Johnson Home Farm, Glebe Close Eccleshall. Approved.

19/30521/HOU – Proposed single storey extension and double garage in addition to previous application 18/29408/HOU two storey rear extension, single storey side extension and side orangery which have not been built yet. Laburnham Cottage Doley Road Eccleshall. Approved.

149/19). Planning Applications for consideration:-

S.18/12/467 W–Application to consolidate the existing permitted open windrow composting operations including all development permitted by S.13/22/467 W (but excluding all elements related to anaerobic digestion) and removal of steelwork for the partly built Anaerobic Digester building; the erection of a new shredder building and the operation of a shredder therein; the construction of a concrete storage area and the importation of wood waste for shredding, composting and milling in the permitted milling building; and retention of the existing permitted milling building; and retrospective application for the addition of a dust extraction unit on the northern side of the milling building. Mill Farm, Chebsey. There were no objections to this application.

19/30594/FUL – Replacement dwelling with extension of residential curtilage and retention of temporary caravan. Greatwood Farmhouse, Offleybrook Road, Offleybrook. There were no objections to this application.
19/30802/HOU – Proposed two storey extension. Hill Top, Offley Hay Lane. There were no objections to this application.
150/19). Any further applications for consideration:-

19/30645/REM – Reserved matters for appearance, landscaping, layout and scale for detailed design of single dwelling accessed directly off Stafford Road. Claremont Garage, Stafford Road, Eccleshall. Concerns were noted regarding potential flood risks from loss of the embankment to the rear of the site which helped with retention of water, and the excess of hard surfacing shown on the plan. No catchment was shown on the plans that would prevent any flood water from reaching the footway.

It was resolved to object to the application due to concerns about the excess of hard surfacing shown on the plans which may contribute to flooding. There is insufficient drainage information especially concerning a catchment for the water coming off the hard surfaces. Space about dwelling seems insufficient. The Parish Council require further information before approving the application.

152/19). Any Other Planning Matters:-

• To consider any response to the Staffordshire County Council’s draft revised Statement of Community Involvement (SCI) consultation questions. The committee considered the draft statement and resolved to submit the following feedback: At an early stage the County Council should look to consider comments from the Parish Council regarding infrastructure improvements which are necessary when developments are in planning stages or approved and required by Planning approval.

153/19). Correspondence:-
The Council has been contacted by the person who uses the field to the rear of the new development off the Burgage. They are concerned that the proximity of the pumping station to the entry gate will prevent a tractor accessing the field. It was resolved for the Clerk to contact Borough Council enforcement to request drawing are checked and the location is correct and will not cause any problems.
