A meeting of Eccleshall Parish Council Planning Committee was held on November 20th, 2019 at Eccleshall Community Centre, following the Parish Council meeting at 10.00pm.

228/19). Election of Vice Chair:- Councillor Delanchy requested nominations for Vice-Chairman of the Committee and Councillor Joy Jones was nominated and duly elected.

229/19). Public Participation:- There was one member of the public present, who gave a comprehensive presentation summarising a report which had been sent to all councillors prior to the meeting. The report detailed concerns regarding the expected planning application for a development off Castle Street. Concerns including a substantial flood risk, proposed housing density above recommended levels, access issues into the site from a busy road and whether the development of the site is appropriate and if the location should have been outside of the settlement boundary. The resident requested that the Parish Council noted the issues listed in the document and took them into consideration when the application was submitted for consideration.

230/19). Minutes of the Planning Committee Meeting held on Oct 2nd, 2019 – The minutes, which had been previously circulated, were agreed and signed.

231/19). Planning Decisions of Stafford Borough/County Council:-

19/30264/COU – Conversion of telephone exchange to day room and change of use of land to gypsy and traveller caravan site. Former Telephone Exchange Badnall Wharf Coldmeece .Approved.

19/31201/HOU – Erection of detached double garage.18 Newport Road Eccleshall. Approved.

19/31206/HOU – Part demolition of existing building and proposed two storey extension together with internal and external alterations. Greenacres Farm Wootton Lane Eccleshall. Approved.

19/31210/HOU – Proposed two storey extension to rear, single storey extension to side and porch extension to front together with internal alterations. Oak Villa,10 Stafford Road Eccleshall. Approved.

19/30993/LDC – Lawful development certificate: To confirm biomass boiler as lawful. Fairoak Grange Fair Oak Lane Fairoak Stafford. Approved.

232/19). Planning Applications for consideration:-

19/31286/HOU – Front single storey extension. 78 Wheelwright Drive, Eccleshall. There were no objections to this application.

19/31407/ANX – Retention of change of use of outbuilding ancillary to house, to building for annex for dependant relative. Sunnyside, Croxton Lane, Croxton. The committee resolved to object to the application as the property history shows no planning application or approval for the original construction of the outbuilding. There were only building regulations in place for the building. It was also noted that the building was never built as a garage and day room and so constitutes a new dwelling in the countryside against Policy C4 of the Plan for Stafford Borough.

234/19). Any Other Planning Matters:-

• It had been noted in the Parish meeting that the fencing around the balancing pond and play area at Overton Manor is due to be installed within two weeks, as advised by Taylor Wimpey.

235/19). Correspondence:-
• Further resident concerns were expressed about the gap between the chain link fencing and resident fencing along footpath 13 (rear of Taylor Wimpey). Previous enquiries to Taylor Wimpey regarding the strip of land between the two fences advised that the land within the strip belongs to the residents who are on the boundary with the footpath, and the wooden fence was erected at their request to provide privacy. With this in mind, the committee feel there is limited action they can take. The Clerk will contact Rights of Way to see if they have any advice on the matter.
